For completed brand-new homes, or when TOP is nearing, layout changes become significantly more complex. However, cosmetic adjustments such as carpentry enhancements, lighting upgrades, material swaps, or minor aesthetic refinements may sometimes be accommodated by the developer prior to handover, depending on timing and practicality.
