TOP stands for Temporary Occupation Permit.
It is issued by the Building and Construction Authority (BCA) when a newly built property is certified safe and fit for occupation, even though certain minor administrative matters may still be pending before the Certificate of Statutory Completion is issued.
Once TOP is granted:
• The property can be legally occupied
• Utilities can be activated
• Keys can be handed over
• Renovation works may commence
In practical terms, you can move in after completion and key collection following TOP issuance, subject to the sale agreement terms.
