What is CSC?

CSC stands for Certificate of Statutory Completion.

It is issued by the Building and Construction Authority (BCA) after all building works are fully completed and all regulatory requirements have been complied with.

While TOP allows a property to be occupied, CSC confirms that:

• All building works are completed in accordance with approved plans
• Regulatory clearances have been obtained
• The development fully complies with statutory requirements

In simple terms:

TOP means you can move in.
CSC
confirms the development is fully completed and compliant.

If you have purchased a newly built home, you are generally only able to resell it after CSC has been obtained, as this marks the property’s formal completion under statutory requirements.

Most homeowners take possession and move in after TOP, with CSC following as the final regulatory milestone.
